I went home to Portland in November, and the encampments were everywhere. And I mean that literally; there even some right on the freeway shoulder. We have so many options for housing if we’re just willing to be creative collectively. Repurposing Old commercial real estate is a good start. Same with zombie shopping malls and hotels.
One thing that worked here: an old bar was closed. They built tiny houses around it, with the building serving as a hub for cooking, restrooms, etc.
